自主创新示范区与“两型”社会试验区的共建路径研究——基于长株潭城市群的实证分析

摘　　要：建设自主创新示范区、"两型"社会试验区都是转变经济发展方式、促进工业经济转型升级的重要平台和路径。通过分析它们的终极目标、发展机遇、实现途径、激励政策的一致性,探索了长株潭自主创新示范区和长株潭"两型"社会试验区的共建路径在于突出产业升级,提升共建引力;深化体制改革,激发共建活力;完善政策激励,增强共建动力;培育尖端人才,夯实共建智力。并指出可以通过制定共建规划、明确共建重心、健全共建机制来实现共建目标。The construction of the independent innovation demonstration zone and the ＂two-type＂ society pilot area are the essential platform and path for the transformation of ways of economic development and the promotion of economic transition. Based on an analysis of the consistency of their ultimate goals, devel- opmental opportunities, incentive policy and ways of realization, this paper points out that the joint-con- struction path of the two areas lies in the emphasis of the upgrading of industry,the promotion of joint at- traction, the deepening of system reform, the improvement of policy motivation, the boost of the drive force of joint construction,the cultivation of advanced talents and the consolidation of the joint construction of intelligence. It also proposes that the joint-construction goal can be realized by making joint-construction plans, clarifying joint-construction focus and improving joint-construction systems.
