摘　　要：改革开放以来,我国长期采用的是以出口激励为核心的出口导向型外贸发展战略。它在经济起飞阶段是行之有效的,取得了外汇储备增加、经济高速增长和就业稳定等一系列成果。但它具有一定的时代性和阶段性。当经济发展到一定阶段后,这种战略也逐步显现出因政策性扭曲产生的一些问题。虽然我国已经摈弃了出口导向战略,但其长期运行仍然影响我国经济的发展,带来了诸如粗放式增长模式延续、内外部经济失衡和财政负担加剧等严重问题。对此进行反思和客观分析,构建以国内消费为本、外需出口为辅的开放型可持续经济发展战略尤为重要。Since the reform and opening up,China has used export incentives as the core for a long time strategy. It is effective in the economic take-off stage with a series of results like foreign exchange reserves increasing,rapid economic growth and employment stability. But it is limited by the time and stage. When the economy develops to a certain stage, this strategy also gradually reveals some problems due to policy distortions. Although China has abandoned the export-oriented strategy, but its long-term effect has brought serious problems,such as the continuation of the extensive growth mode,the internal and external economic imbalances and the intensified financial burden. From the reflection and objective analysis, we must build a domestic consumption-based,supplemented by external demand economic development strategy.
