摘　　要：项目是产业界、科学界、金融界和政府部门等多主体实施协同创新的有效载体,项目治理是协同多主体创新的方式和手段。采用探索性案例研究分析方法,以欧盟第七框架计划为研究对象,构建多主体协同创新项目治理网络模型,界定多主体在该治理网络中的角色:科学界的研究机构和大学扮演了"服务器"角色,发挥了神经中枢作用;产业界的公司、企业扮演了"客户端"角色,是整个网络中的"信号器",既是市场需求的探索者与创新动力的源头,又是创新成果的需求者与使用者;金融界的银行、风险投资机构则扮演了"中间件"角色,发挥了中介与桥梁作用;政府部门则扮演了"网络架构师"角色,发挥保障、评估、监督和约束作用。该模型力求在微观层面揭开协同创新互动机制的黑箱,实现多主体创新资源整合、优势互补、利益与风险共担、责权利相互匹配,促进多主体在创新交互实施行动中的真正协同,实现中国的创新发展战略。Project is an effective carrier about collaborative innovation implementation by multi-agents from industry, the scientific community, the financial sector and govemment departments. Project governance is an efficient way about multi-agent collaborative innovation. Exploratory case study analysis is used, according to study the EU Seventh Framework Program. The multi-agents project governance network model about collaborative innovation is built, defining roles and responsibilities in the multi-agent collaborative innovation project governance network. Re- search institutions and universities of the scientific community plays a ＇server＇ role, like as a role in central ner- vous system; while the industry plays a ＇client＇ role, like as an ＇annunciator＇ in the entire network; financial ban- king and venture capital firms are playing a ＇middleware＇ role, like as an intermediary bridge; government is acting as a ＇network architecture＇ role, protecting, assessing, monitoring and binding effect. In the micro-level, the model uncovers interaction mechanisms black box of collaborative innovation, achieving multi-agents＇ innovative integra- tion of resources, complementary advantages, benefits and risk sharing, responsibility and rights to match each other, to promote multi-agent collaboration in the implementation of innovative interaction in action. The model provides a theoretical reference and the actual reference to achieve Chinese innovation and development strategy.
