摘　　要：选择北京奥运场馆、南京过江隧道、湖南茶陵洮水水库、重庆观景口水利枢纽、湖南省莽山水库等实行项目法人招标的典型案例进行了分析,重点从项目法人选择、特许经营协议、优惠和扶持政策、监督管理措施等方面总结其经验做法,并结合水利公益性等特点,研究提出了在水利领域推行项目法人招标,更好吸引社会资本参与的政策建议。Typical cases of project legal person tendering are analyzed, by selecting these projects including the Beijing Olympic venues, river-crossing tunnel in Nanjing, Taoshui reservoir of Chaling County in Hunan Province, Guanjingkou key water-control project in Chongqing, Mangshan reservoir in Hunan Province. The practice experience was summarized, through these aspects of choosing project legal person, franchise agreement,incentives and support policies, and supervision measures. Suggestions are proposed about implementing project legal person tendering in the field of water conservancy and attracting social capital involved, combining with the feature of water conservancy public welfare.
