摘　　要：民办高等教育内涵式发展是高等教育发展内外环境深刻复杂变化提出的紧迫要求。要促进民办高等教育内涵式发展,必须抓住深化民办高等教育体制改革的中心环节,推动民办高校产权制度改革,深化民办高等教育管理体制。The connotative development of private higher learning institutes is the urgent requirements raised by the profound and complex changes in the internal and external environments of higher education development. To promote the connotative development of private higher learning institutes, it is necessary to seize the key link in the system reform of higher education, to push forward the property right system reform of private higher learning institutes, and to deepen the administrative system of private higher learning institutes.
