新常态下江苏沿海新型城镇化发展问题与对策研究

摘　　要：江苏沿海地处"一带一路"和长江经济带交汇点,国家战略在此集中叠加。《江苏沿海地区发展规划》实施以来,在港口建设、产业发展、城镇建设、滩涂开发和海洋经济发展上取得重大突破,但沿海地区的城镇化率仍低于全省平均水平。存在着城镇化水平低,滞后于产业、港口发展;城镇布局不合理,缺乏中心城市和城市群;城市空间扩展过快,集聚辐射功能不强等问题。江苏沿海新型城镇化发展必须坚持"以人为本",规划引领,突出沿海城市战略定位;加强产、港、城融合,坚持产业支撑;优化布局,壮大沿海大城市与城市群;加快基础设施建设,推进公共服务一体化;创新体制机制,提升城镇化质量。The national strategies ovelap in Jiangsu coastal areas, which are situated in the crossroad of ＂One Belt and One Road＂ and Changjiang Economic Belt. The implementation of Jiangsu Coastal Areas Development Plan has brought the breakthrough in the harbor construction, industry development, urban construction, wetland exploration and marine economy. However, the urbanization rate of coastal areas still lags behind the average of the province. The low level of urbanization hinders the development of industry and harbor. The irrational urban layout lacks central city and urban agglomeration. The excessively fast expansion of urban space weakens the concentration and radiation of the surrounding areas. The development of Jiangsu coastal areas must adhere to ＂ people-oriention ＂,proactive planning, strategic positioning of coastal cities, the integration of industries, harbors and cities, supported by industry, optimization of the layout, strenghtening the big coastal cities and urban agglomeration, development of infrastructure, integration of public service, innovation of systems,enhancing the quality of urbanization.
