摘　　要：中学校长实名推荐制政策是高校自主招生改革的一个新举措,其在探索自主招生、推进高考制度改革等方面取得了一些成绩。与此同时,中学校长实名推荐制政策失真问题也日益凸显,主要表现在政策被残损执行、替代执行现象较为严重、政策没有深入执行以及政策被附加执行等四个方面。而导致中学校长实名推荐制政策失真的原因有二:一是中学校长实名推荐制政策本身的缺陷,二是中学校长实名推荐制政策执行者的问题。为此,应采取加强政策制定的科学性、构建利益冲突消解机制、强化政策执行队伍建设以及建立健全政策监督机制等措施,以有效解决中学校长实名推荐制政策失真问题。The real-name middle school principal system,as a new measure for autonomous university entrance examination reforms,has already achieved a lot in boosting the university entrance examination reforms.At the same time,the problems this system also arose have caused people＆#39;s concern.They mainly appear in aspects of damaged policy implementation,replaced policy implementation,incomplete policy implementation and added poli-cy implementation.The causes lie in the system＆#39;s own flaw and the performers.To solve this problem,we should strengthen the policy-making,clear up the conflict,consolidate the performing teams,establish and perfect the su-pervision of the system.
