摘　　要：新型城镇化在强调以人为核心的同时,对城镇建设、管理水平以及城镇发展质量提出了更高的要求。在进一步探讨新型城镇化内涵要求的同时,寻求符合推进新型城镇化发展的城镇建设和管理模式。在国家发改委和财政部力推公私合作伙伴关系(简称PPP)模式的大背景下,进一步论证PPP管理模式不仅在拓宽城市建设融资方面起着重要作用,而且在提高城镇建设和管理水平,提高城镇发展质量和资源利用效率等方面也有重要意义。New urbanization emphasizes human as center, meanwhile, it proposes higher requests on urban construction, management level and urban development. While we further explore the demands of connotation of new urbanization,we should also seek and establish a pattern of urban construction and management which is up to the further development of new urbanization. National Development and Reform Commission and Ministry of Finance give great impetus to develop the Public-Private Partnership（shorted as PPP） mode. In this context, to further demonstrate PPP management mode not only plays an important role in expanding financing channels of urban construction, but has the vital significance for improving the level of urban construction and management, the quality of urban development and utilization efficiency of resources.
