摘　　要：开展国土资源规范性文件后评估工作,研判评估文件的横向协调和实际效果,对于引导立法的规范性和实效性,及立法决策的科学性和开放性具有重要意义。本文以《湖北省国土资源厅关于加强临时用地管理的通知》(鄂土资发[2009(39)]号)为研究对象,建立国土资源规范性文件后评估指标体系,运用AHP-模糊综合评价法进行政策实施效果的定量分析,同时考虑到专家水平差异,利用经典数学中的"最小方差"理论改进专家评价矩阵,科学合理的确定指标权重,并针对文件存在的不足提出建议。研究结论:根据评价集的最大隶属度原则,39号文件的立法质量、执行过程、实施绩效的总体水平为良好。本研究对相关工作的开展提供科学的借鉴意义。Performing the post evaluation on regulatory documents of Land and Resources and judging the horizontal coordination and actual result of evaluation documents are of great importance in guiding the standardization and effectiveness of the legislation as well as the science and openness of the legislative decision.Taking Notice of Department of Land and Resources of Hubei Provinceon Strengthening Management of Temporary Lands（ETZF No. [2009（39）]） as the research object, this paper establishes the post evaluation index system for regulatory documents of Land and Resources, quantitatively analyzes the implementation effect of policies with AHP-fuzzy comprehensive evaluation method,improves the expert evaluation matrix with the minimum variance principle in the classical mathematics by taking the difference in expert levels into consideration, determines the index weight in a scientific and reasonable way, and puts forward suggestions ondeficiencies of documents. Research conclusion： based on the maximum membership principle of the evaluation set, the overall level of legislative quality, execution process and implementation performance of No. 39 documentis good. This study will offer scientific reference for related work.
