摘　　要：论文在深入研究相关文献的基础上,系统分析了赞成和反对高校图书馆全面向社会开放的理论依据和事实依据以及产生分歧的原因,指出了高校图书馆全面向社会开放应有的正确态度和应采取的积极措施。Based on the research of the related literature, this paper systematically analyzes the theoretical basis and factual basis of pros and cons of university library’s open to the society in an all-round way and the reason for the differences, points out that the university library should have the correct attitude to the fully open to the community and take the active measures.
