摘 要:目前,政府人员配置结构性失衡、激励机制失当以及公务员形象扭曲等问题互为因果,彼此强化,造成我国的公务员制度改革步履维艰。要打破这些问题之间的相互锁定及恶性循环,为公务员制度改革寻找突破口,亟需转变以往碎片化的政策思路,以提升公务员体系专业性为导向,深化分类管理,系统完善公务员录用、激励、晋升等一系列基本制度,树立公务员的专业形象,打造一支德才兼备、深受公众认同的公务员队伍。At present, the problems of the structural inbalance of government personnel allocation, the inappropriate incentive mechanism and the distortion of civil servants' image are mutually decisive and reinforcing each other, which results in the dilemma of China's reform of civil service system. In order to break the mutual locking and vicious circle between these problems, and to find a breakthrough for the reform of civil service system, the pre- vious fragmented policymaking other countries and regions such approach needs to be changed. It is urgent that we draw on the experience of as America, Singapore and Hong Kong, and orient the reform towards enhancing the professionalism of civil servants, which requires Chinese policymakers to deepen the classification management, to improve a series of basic mechanisms of recruitment, incentive and promotion in civil service system, to establish a professional image of civil servants, and to build a team with both political integrity, professional competence and public trust.
