摘　　要：当前,基层协商治理被赋予了以解决我国基层治理实践因内部张力和外部压力而陷入困境的新的路径期待,它是一种基于正式规则与非正式规则驱动的制度性创新,而二者与基层政权之间的复杂关联则构成了当下我国基层协商治理制度变迁的宏大场域。从非正式规则方面来说,基层协商治理的价值旨归和伦理意蕴因为与基层治理变迁三大张力之间的或耦合或冲突而呈现出以渐进、内生方式改变基层治理格局的倾向;从正式规则方面来说,基层协商治理因为契合了基层治理制度变迁的逻辑而不断生长,但是其自身的制度功能缺陷却又严重限制了其发展;而作为正式规则的核心组织形式——基层政权——在推动基层协商治理的发展过程中,虽然其实际意愿和能力起着决定性作用,但是在实践中却会根据替代优势、治理成本以及作为关键变量的上级党政部门支持等要素的博弈结果而综合起作用。At present, grassroots deliberative governance, which is a institutional innovation based on formal rules and informal rules, was given as a new path to solve the plight of Chinese local governance practice due to internal tension and external pressure. Further to say, the complex association among the formal rules, informal rules and local authorities, constitutes the grand field of current Chinese grassroots deliberative governance of institu- tional change. Thus, from the aspects of informal rules, the value and ethical implications of grassroots deliberative governance is presented as a progressive and endogenous tendency because of its cooperation or confliction. In terms of formal rules, grassroots deliberative governance develops fast because of its fit for the logic of grassroots governance system, but on the other hand, its system defects also limit its development. And at last, whether grass - roots regime, which is the core form of organization in formal rules, plays a decisive role in the progress of promoting the development should depend on its actual willingness and ability. That is to say, its performance is based on the advantages of substitution, the treatment cost and the support of superior departments of the party and government in practice.
