农村最低生活保障政策实施绩效的综合评价--基于我国东中西部地区20个县的调查数据分析

摘　　要：通过对我国东中西部地区具有一定代表性的20个县的农村地区进行实地调研,并运用政策评估理论、因子分析法和均方差赋权法对该20个县的农村低保政策的实施绩效进行综合评价,得出以下结论:农村低保政策的实施绩效总体上不够理想;农村低保政策的实施绩效与经济发达程度具有一定的相关性,但没有必然的联系;在政策的内在绩效上西部地区普遍好于东部和中部地区,在政策的社会性绩效方面,东部地区要好于西部地区。为进一步提升农村低保政策的实施绩效,提出以下措施与建议:加大统筹城乡发展的力度和农村发展力度,增加农民收入,缩小城乡差距;东中西部地区应采取差异化的提升策略;加大中央对地府的扶持力度和引导力度;加强监督和动态检测,重视对农村低保政策的实地绩效考察和评价。We select 20 rural areas of representative counties from central ,eastern and western regions to conduct a field research, and comprehensively evaluate the rural subsistence allowances policy implementation performance by using policy evaluation theory, factor analysis and variance weighting method, finally we come to the following conclusions： the rural subsistence allowances policy implementation performance is not ideal in general; such performance and the level of economic development are correlated in some way, but not necessarily; in the internal aspects of policy performance, the West Region generally acts better than the Eastern and Central Region, while in the social aspects of policy performance, the Eastern Region acts better than the Western Region. To further enhance the rural subsistence allowances policy implementation performance, we put forward the following recommendations： intensify efforts to balance urban and rural development, increase farmers＇ income and narrow the gap between urban areas and rural areas; implement differentiation promotion strategy between east central regions and western regions; put more efforts by Central government to support and guide the local government; strengthen monitoring and motion detection, and pay more attention to the rural subsistence allowances policy field performance appraisal and evaluation.
