南南合作基金的构建与运行模式的思考

摘　　要：南南合作基金构建的关键因素包括三个方面,即资金来源多元化、管理方式市场化、效率评估完善化,以确保基金的资金来源和运作的可持续性。关于南南合作基金的运作模式,建议基金的资金使用兼顾援助和投资,投资收益在合理分配后可继续充盈基金;可采取自营和委托相结合的方式,提高资金的使用效率,降低管理成本。The South-South Cooperation Fund, which is leaded by China will be set up at the COP21 in the end of 2015, it will be the milestone for the South-South Cooperation to deal with climate change, and become the touchstone to show the leadership and influence of China in the issue of climate change. This paper argues the three key factors of the South-South Cooperation Fund , namely diversification of capital channels, market-ori- ented management, efficiency evaluation system, to ensure the sustainability of the fund and operation. At last, the paper discusses the operation mode of the South-South Cooperation Fund, suggests that the fund should focus on both aid and investmcnt, and the return of the investment can be injected to the fund after reasonable alloca- tion , and the operation of the fund can combine self and trust, in order to improve efficiency and reduce the management cost.
