中国与拉美国家农产品出口供应链质量安全监管模式比较的实证研究——以巴西、阿根廷、智利为例

摘　　要：强化出口农产品供应链的质量安全监管是获得国际农业竞争力的战略工具。文章通过运用模糊评价方法计算得出的模糊值对比分析了中国同巴西、阿根廷、智利三个国家的出口农产品供应链质量安全监管状况。进一步研究表明:中国出口农产品质量安全监管状况总体上好于巴西、阿根廷、智利三个国家,但是影响质量安全监管状态的变量不同;国有和民营企业的总模糊值都要好于巴西、阿根廷、智利三个国家,但中国的民营企业质量监管机制与质量保障等变量的模糊值低于巴西;中国的合作组织的总模糊值要低于巴西,好于阿根廷、智利,其中供应链服务体系变量的模糊值高于巴西,其他变量的模糊值要低于巴西。Based on the survey data on the enterprises from China,Brazil,Argentina and Chile,this paper conducts a comparative analysis on quality safety control over export supply chain of agricultural products between China and three Latin American countries by the fuzzy value calculated by the fuzzy assessment method.Moreover,the paper categorizes Chinese export agriculture-related enterprises in terms of their nature and then compares them respectively with those in Brazil,Argentina and Chile.The analysis shows：the quality safety control over agricultural exports in China is generally better than that in Brazil,Argentina and Chile,but variables influencing quality safety control are different;the overall fuzzy values of state-owned enterprises and private enterprises in China are better than those in Brazil,Argentina and Chile,but the fuzzy values of variables as quali-ty control mechanism and quality guarantee in China are lower than those in Brazil;the total fuzzy value of cooperative organizations in China is lower than that in Brazil,but higher than that in Argentina and Chile,whereas the fuzzy value of the supply chain operation variable in China is higher than that in Brazil while the fuzzy values of other variables are lower than those in Brazil,indicating that the experience of Brazilian cooperative organizations is worth learning for China.
