摘　　要：农村文化事业建设的发展是构建农村公共服务体系的重要内容,也是农村道德建设发展的必要条件。当前我国农村文化事业建设存在诸多问题,如,基层政府及其领导对文化事业建设的重要性认识不足,农村文化设施建设落后,文化工作人员素质偏低,专业性不强等。只有深化体制改革,发挥政府在文化事业管理中的基础作用,以市场需求作为文化事业发展的导向,完善资金筹措机制,保障文化事业建设的资金来源,从而推动农村公共服务体系的整体发展。The development of cultural and educational undertakings in rural areas is an important content for building a rural public ser- vice system. It is also a necessary condition for moral development in rural areas. There are many issues for the development of the under- takings. Basic-level governments and the officials attach little importance to it. The construction of cultural facilities in rural areas falls be- hind the times. Relative staff is weak in terms of professional and comprehensive quality. The system could only be developed by deepen- ing institutional reform, giving play to the basic role of the government in the management of the undertakings, taking market demand as the development orientation, and completing the fund raising mechanism to ensure the source of fund.
