金融危机爆发前后山东临港产业发展绩效研究

摘　　要：在界定临港产业概念的基础上,以青岛、烟台、日照三市为例,甄别出主要临港产业的类型及数量,总结了临港产业发展绩效的内涵并据此建立指标体系,继而用熵值法确定指标的权重,计算各临港产业发展绩效综合指数值,运用比较法分析山东临港产业在世界金融危机爆发前后的发展趋势和特点。首先,临港产业的所有制结构对其发展绩效产生重要影响;其次,临港产业发展绩效受地方营商环境的影响明显;第三,山东临港产业领域存在无序竞争现象;第四,技术创新越来越受到各临港产业的重视。Firstly, the paper differentiates main port industries in Shandong Province based on defining the concept of port industry, and summarizes the connotation of development performance of port industry and then constructs indicator system for assessing it; Secondly, the paper ascertains the weights of every indicator based on entropy method, and calculates development performance composite index for every port industry; Finally, the paper analyzes the main characters and trends of Shandong port industries before and after the outbreak of world financial crisis since 2008 by a method of comparison. The paper holds the opinion that the ownership construction of port industry has an important effect on its development performance, and that the business environment of a port city is one of the most important factors which can affect the development performance of port industry, and that there were phenomena of disorderly competition in some port industries, and that technical innovation has been more and more emphasized heavily by Shandong port industries after the outbreak of world financial crisis.
