电子病历非现场执法在医疗卫生机构监督中应用的探讨

摘　　要：通过调研海淀区二三级公立医院和部分社区卫生服务中心(站)对电子病历的使用现状,探讨电子病历远程监督在医疗卫生机构监督中的应用,创制一种非现场执法的新模式。方法:采用调查问卷的方式了解海淀区二三级公立医院、部分社区卫生服务中心(站)电子病历系统的使用情况及存在的问题。结果:被调查的这37个医疗机构都在不同程度地使用电子病历系统,但是开展电子病历远程监督存在着诸多问题有待解决。结论:在解决诸多技术问题后,通过较为完善的电子病历系统实行远程监督,可以提高医疗卫生监督效率,使之成为一种新的非现场执法模式。Through a survey of the current usage of electronic medical records（EMR）in the secondary and tertiary hospitals and some community health centers in Haidian District,the objective was to discuss the application of EMR remote monitoring and management system in medical law execution.The investigation of questionnaire survey was adopted to analysis the application and the existing problems.The EMR system was used in 37 institutions to a variable extent,but there are many issues to be resolved for the remote monitoring on it.By means of solving abovementioned technical problems,the application of EMR remote monitoring and management system will improve efficiency of law enforcement in medical field.
