社会工作介入社区矫正机制的研究——基于天津实践经验的分析

摘　　要：将社会工作理论与方法运用于社区矫正,这是社会治理的一大创新。天津市作为全国首批6个社区矫正试点省市之一,在试点工作取得一定成效的基础上,于2008年8月成立了社区矫正专职机构——天津市社区矫正中心,以加强对市内六区社区矫正工作的促进和完善。矫正中心派驻人员到市内六区司法所工作,对本市中心城区社区矫正工作进行推进,探索适合天津经济社会发展需要的社区矫正工作模式。但从试点情况看,社会工作参与社区矫正的困境未能破解,如职业发展上升通道不畅、矫正工作者专业水平不高,工资待遇低,队伍不稳定,法制不健全,运行机制不能适应现实需要等,影响了社区矫正的实际效果。可从拓宽社会工作介入路径、构建专业机构介入社区矫正新机制、推进实施矫正社工职业制度等方面,积极探索构建社会工作介入社区矫正的科学机制。Since community correction has been launched in 2003, we have already put many theories into practice, which is an innovation of social governance, bringing about many positive effects. As one of the first six pilot provinces and cities of community correction in China, Tianjin has achieved many progress in social work and set up the professional institution of community correction: Tianjin community correction center, aiming to promote and improve the community correction work of Tianjin. Tianjin community correction center also sent staff to work in the city's six district judicial offices, with the purpose of promoting its work and exploring the community correction models to meet Tianjin's economic and social development needs. However, we have encountered many difficulties in this process, which including the rising career development channel not available to everybody. The professionals' capacity is not good enough, and the salary is low. The team is not stable and the related law is not sound enough and the center's mechanism cannot meet the demand of reality. All of them have affected the practical effect of community correction. In conclusion, we can make progress through widening the ways of social work, constructing the new mechanism of the professional institutions intervene in community correction, and promoting the vocational system of social workers, so as to further explore the social work intervene in community correction new mechanism actively.
