摘　　要：权力清单制度是法治型政府建设的重要内容,是新常态下全面建成小康社会、全面深化改革、全面推进依法治国、全面从严治党的重要步骤,是推进国家治理体系和治理能力现代化的重要举措。立足地方政府权力清单制度的基本内涵与现实价值,对地方政府权力清单制度的路径选择进行探讨,让政府权力在法治框架内公开透明地运行,为法治型政府的构建提供改革新思路。Serving as an important content and step in the construction of nomocracy government,under the new normal the power list system is an all--round way to build a well--off society, comprehensively deepen reform, comprehensively promote nomocracy government construction, comprehensively governance the communist party strictly, and is also a significant measure to promote the modernization of state governance system and governance capacity. This article based on the basic connotation and realistic value on the power list system of the local government, and has carried on the related discussion about the local government route choice on the power list system, and made every effort to let the power of the government to open and transparent operation within the framework of the rule of law, and provided new ideas of reform for building nomocracy government.
