摘　　要：重大环境决策社会风险是因重大环境决策遭受公众强烈抵制而引发社会冲突并进而危害社会稳定的一种可能性,而公众之所以抵制重大环境决策,根源在于公众参与重大环境决策不足。正因为公众参与不足,才引发公众对重大环境决策的不理解、不认可,并最终导致社会风险的发生。鉴于此,重大环境决策社会风险评估应主要着眼于对重大环境决策公众参与程度和效果的评估,而重大环境决策社会风险评估制度的构建也应以对重大环境决策公众参与状况的检视为中心,通过对重大环境决策社会风险评估的主体、方法和监督机制的合理设计,实现完善重大环境决策社会风险评估制度的目的。The social risk of important environmental decision refers to the possibility of social conflict harming social stability triggered by the public backlash against the important environmental decision,and the reason why the public are against the major environmental decision is the lack of public participation in decision making process.Just because of lack of public participation,the public don＇t understand and accept the important environmental decision.As a result,the social risk assessment of important environmental decision is essential to assess the effect of public participation in the important environmental decision-making process,and the social risk assessment system of important environmental decision should be constructed around the examination of public participation in important environmental decision by designing the subject,content,method and supervision mechanism of the social risk assessment reasonably.
