摘  要:"行政化"已成为制约我国高等教育进一步创新发展的最大瓶颈,西欧中世纪大学与我国古代书院的兴衰历史表明,大学自治与学术自由是大学兴旺的命脉,它们共同产生于时局动荡,各种社会力量相互矛盾而对大学控制放松之时,由于筹款渠道的多元在一定程度上减少了大学对政治的依赖。我国高等教育去行政化应该借鉴历史经验,重建高校学术自由,奠定大学发展之基;增强高校自筹经费能力,摆脱对国家财政的过度依赖;落实高校办学自主权,实现学术权力与行政权力的分割。" Administerization " has become the biggest bottleneck restricting the further development and innovation of Chinese higher education. The rise and fall of Western Europe universities in the Middle Ages and ancient Chinese academies showthat university autonomy and academic freedom is the lifeblood of university's prosperity. The Medieval universities and ancient China academies both arose in turmoil times when various social forces were contradicted and relaxed the control of the university,and diversity fundraising channels reduced their dependence on politics to a certain extent. The reform of de-administerization of Chinese higher education should exploit the historical experience for reference: 1) to reconstruct academic freedom to lay the foundation of university development; 2) to enhance the capacity of self-financing and get rid of the dependence on national finance; 3) to implement the autonomy of running a university and realize the division of academic power and administrative power.
