摘　　要：文化育警以弘扬人民警察核心价值观为核心,从思想认识、群体意识、价值取向、道德观念等入手,强调通过增强凝聚力、激发创造力达到提升战斗力的目的。实现"文化强警"必先"文化育警",只有在理性认知的基础上把握实践定位和推进要点,才能真正把"文化育警"理念全面贯通于公安工作之中,适应公安实践对文化工作的发展需求,努力做到全面、协调、可持续发展,切实推动公安工作整体水平的提升。The strategy of ＂police cultural education＂ centers on promoting and developing the core values of police, which starts with ideological understanding, group consciousness, value orientation and moral concept etc. and focuses on improving battle effectiveness through strengthening cohesion and creativity. The ＂police cultural education＂ is the first step of ＂strong police culture＂. Only by grasping practical position and propelling elements on the basis of rational cognition, can the concept of ＂police cultural education＂ run through public security work truly, adapt the needs of cultural work to police practice, strive to achieve a comprehensive, coordinated and sustainable development and promote the enhancement of public security work effectively.
