摘　　要：在对建设国家首都圈下的京津冀交通发展的现状和问题进行把握的基础上,剖析国外国家都市圈交通建设的经验和启示,总结国际经验。利用交通区位线测算方法,提出京津冀建设快速轨道交通网的发展思路和空间战略格局。明确京津冀快速轨道交通网建设的重点任务,通道等级以及功能。突出与京津冀一体化战略中的产业分工、人口转移、环境协调等的协同发展,提出了出台首都圈交通法、统筹交通建设资金等具有针对性和可操作性的政策建议。This paper discusses the current situation and problems of traffic development based on the construction of national capital circle of Beijing Tianjin Hebei ,then analyses the experienceand Enlightenment thoroughly of foreign countries in the capital summarize the international experience. Then the article also uses circle traffic construction to traffic location line calculation method putting forward the rapid rail transit network development ideas and strategic spatial pattern of Beijing Tianjin Hebei, The key task to construct the Beijing Tianjin Hebei rapid rail transit network, channel level and function. The research highlights the synergetic development of transit with population and integration strategy of industrial division of labor, transfer, environment coordination etc. of Beijing Tianjin Hebei, puts forward the introduction of capital circle traffic law and overall traffic construction funds targeted and operable policies.
