摘　　要：根据国际经验,合作是攻克电子文件难题的重要手段。相对于国际合作项目在电子文件管理方面的诸多方法和经验,我国的电子文件管理合作现状并不理想。本文从协调机构缺失、合作方针难以统一以及科研成果合作程度低三个方面探讨了我国电子文件管理合作障碍,以探寻解决问题的方法与途径。International experience shows that cooperation is an important means of solving electronic records problem. Contrast to methods and experience of international cooperation projects inthe electronic records management, the cooperation situation is not good in China. In this paper, we will discuss the electronic records management obstacles in three aspects： the lack of coordination mechanism, difficulty of unifying the cooperation policy and low degree of scientific research cooperation.
