摘　　要：2008年,法国进行了冷战后最大规模的情报改革,在此次改革中,法国国内情报机构的改革成为了改革的重点。为了应对恐怖主义的威胁,消除国内情报机构之间的职能重叠,法国政府将领土监护局与普通情报局合并,旨在组建一支强大的反恐情报力量,然而,由于改革的思路与方法上的错误,改革效果并不理想。In 2008, France began its large-scale reformation of intelligence agencies, the priority of which was put on the French domestic intelligence agency. To combat terrorism and solve functional overlap, the French government integrated the territorial monitoring bureau with general intelligence agencies, which aimed to form a powerful counterterrorism force. However, the results were not satisfactory because of mistakes in thinking threads and methods.
