生态文明视野下的企业环保责任——“腾格里沙漠违法排污”案例分析

摘　　要：对化工企业向腾格里沙漠违法排污的剖析,可从"产业转移"、"外部性"、"产权"和"企业社会责任"等角度进行。宏观层面上,在全国建设生态文明的大背景下,地方政府应敦促承接的转移企业进行技术装备升级改造,加大对企业排污的监管力度,发展环境友好型的绿色经济;从微观层面,企业应提高环境管理水平,开展清洁生产,做到达标排放,承担自己的环保责任;实施企业环保信息公开,便于公众媒体监督;政府、企业与公众应共同解决腾格里沙漠污染问题。In this paper, the cases of illegal pollution discharge to Tengger Desert from chemical enterprises have been studied ac-cording to some related theories, such as＂industry transfer＂,＂externality＂,＂property right＂,＂enterprise social responsibility＂and etc. , which indicates that in a macro sense, local governments at all levels should urge westward-transferred enterprises to carry out the upgrading of their technological equipments, to strengthen and intensify the supervision on the enterprise pollution discharge, and to develop the environment-friendly green economy;while in a micro sense, enterprises should improve the envi-ronmental administration work and shoulder their environmental responsibility by means of clean production and standardized dis-charge. Moreover, the government, together with the enterprise and the public, should jointly spare no effort to solve the pollu-tion problem in Tengger Desert through the implementation of the enterprise environmental information opening and supervision of both the public and the media.
