摘　　要：1958年至1960年的"教育革命"中,中央分管教育工作的陆定一提出了"十五年普及高等教育"的政策,并在全国掀起了一场声势浩大的普及高等教育运动。尽管这场运动在客观上激发了地方政府和人民群众兴办高等教育事业的积极性,扩大了高等教育的规模,但严重违背了国情和教育发展规律,以失败而告终。During the ＂Educational Reform＂ from 1958 to 1960, Lu Dingy, a high-ranking official from the central government in charge of education, put forward the policy of ＂Popularize Higher Education in 15 years＂. He set the trend nationwide to popularize higher education, greatly fueled the local government＇s zest for higher learning. However, this movement was carried to the extreme and went against the nation＇s education development pattern. It finally ended in failure.
