摘　　要：2013年3月,朝鲜提出金正恩时代的"国家运行基本政策"——"经济与核武并行路线"。其中经济领域的任务,呈现不同以往的特征,对经济的重视较以往已达到了更高的程度,多种因素促使朝鲜把经济当作最重要的任务之一,同样为"并行路线",金日成时期的"并行路线"重在国防,金正恩则将焦点置于经济。然而,不涉及计划经济本身的弊端的经济改革仍将是有限度的,加之核开发问题、投资环境等一系列制约性因素,未来朝鲜在经济领域所推行的任务仍将面临各种障碍和挑战,其预期的效果也将有待时间的检验。在内部提高效率改善经济管理,同时为从外部引进外资而扩大开放将成为今后一个时期朝鲜的经济政策方向。North Korea proposed the strategy of carrying out economic construction and building nuclear armed forces simultaneously on March 2013. For various factors,economy was more emphasized in this strategy than the similar policy in the past while the national defense was the priority. However,such an economic reform can not remove the drawbacks of planned economy; therefore,it is limited. Besides,factors such as nuclear weapon development and investment environment may impede and challenge North Korea＇s economic cause. It is proposed that North Korea should improve its economic efficiency and management,as well as attract more foreign investment and open wider to the outside world.
