云南省对东南亚的地方公共外交研究

摘　　要：公共外交是地方政府职能在全球化时代的新发展,是对传统国家外交的补充。在一带一路战略深入推进的大背景下,云南省处于联系东南亚和内陆诸省的枢纽地位,具有其它省份所不具备地缘政治、经济和人文优势。但同时也存在着地方政府角色定位不明、邻国对中国心存疑虑、经济发展竞争性不足等制约因素。云南省只有明确定位,提高经济竞争力,加强对有关人员的培训,才能发挥自身对东南亚公共外交的优势,同时争取中央对云南的支持。Public diplomacy activities is a new development of local governments function in globaliza- tion era, which is a supplement to traditional diplomacy. As a bridge between Southeast Asian coun- tries and other provinces of China, Yunnan has advantages in geography, economics, ethnics and cul- ture to promote the communication with Southeast Asian countries. And there are also some con- straints. Only by clearing our status, improving competitiveness, strengthening training for persons of concern, can Yunnan paly a better role in the opening up to Southeast Asian countries.
