摘　　要：在对"十二五"期间全国水利扶贫工作总结的基础上,深入分析了新时期水利扶贫开发的工作方针,提出新形势下精准扶贫、精准脱贫是打好扶贫攻坚战的重要方略,是"十三五"期间做好扶贫开发工作的主抓手。针对新时期如何发挥水利在扶贫工作中的基础性作用,提出了摸清需求精准发力、加大投资减少配套、加快扶贫资金整合、划分中央事权与地方事权、建立水利扶贫长效机制等措施建议。With review of water-related poverty reduction in the 12th Five-Year Plan period, working policies in the 13th Five-Year Plan period are examined, and precision-based poverty reduction and helping the poor based on poverty level are chosen as strategic measures for wining the battle. Recommendations are made to alleviate water-related poverty, including demand analysis, increase of input for compensating counterpart funds, integrating funds and clarifying responsibilities of central and local governments and building a long-term poverty reduction system.
