摘　　要：公立医院改革是我国医改领域公认的重点和难点。随着改革的不断深入,医疗行业长期积累的体制机制方面的矛盾日益突出,作为改革主体的公立医院及其医务人员的实际困难尚未得到关注和解决。当前公立医院改革关键是要取得公立医院及其医务人员的拥护和支持,只有充分考虑其合理利益诉求,切实提高其主动参与改革的积极性,才能取得改革的实质性突破。Public Hospital Reform has been recognized as the most difficult and important field of medical reform in China. With the deepening of reform,the long- term accumulated institutional problems in medical industry have become increasingly prominent,and the practical difficulties of public hospitals and medical staff which are key participants of medical reform have still not been concerned and solved. The key to Public Hospital Reform is to achieve the firm support from public hospitals and medical staff. It＇s crucial to give full consideration of the key participants＇ legitimate interest demands and effectively increase their motivation in order to achieve substantial breakthroughs of the reform.
