摘　　要：国家治理体系与治理能力现代化目标的提出,为科技学会能力建设研究提供了新的视角。本文以组织功能理论、组织合法性理论、组织认同理论、复杂适应系统理论为理论支撑,从治理能力现代化视角探讨科技学会能力形成的机制,建立"功能-能力"分析框架,从功能、边界、时序三个维度构建科技学会能力结构的"动态螺旋"模型。With the raising of modern national governance system and capacity, a new perspective to study the capacity of science and technology institute has been established. This paper was based on the organization function theory, organizational legitimacy theory, organizational identification theory and the complex adaptive system（CAS） theory, explored the capacity formation mechanism of science and technology institute and established the ＂func- tion -capacity＂ analysis framework. In the end, the ＂dynamic spiral＂ model from three dimensions of function,boundary and sequence was constructed.
