关于健全完善党内巡视制度的几点思考

摘　　要：巡视制度是由上级党组织设立专门的巡视机构和巡视队伍,按照有关规定对下级党组织领导班子及其成员进行监督,并直接向派出的党组织负责的一种党内监督制度,其本质是上级对下级的监督,宗旨是促进党的重大决策与路线方针政策的落实。2015年8月3日,中共中央颁布实施修订的《中国共产党巡视工作条例》,标志着党内巡视制度进入新的发展阶段。这一制度虽然历史悠久,但是党内的有效运用还历时较短,需要很好地学习借鉴、总结完善。为此,需要进一步思考和解决如下几个问题:一是民主革命时期有哪些经验值得借鉴;二是怎样看待党内巡视制度的地位和作用;三是党内巡视制度的绩效如何评判;四是如何进一步改革与完善党内巡视制度。The inspection system is a kind of intra - party supervision system, by. which the upper - level party organizations set up dedicated inspections organs and task forces to supervise the leading groups and members of lower - level party organizations according to relevant regulations and directly report to the dispatching party organization. Its essence is up - to - down supervision, and its tenet is to facilitate the fulfillment of the Party＇ s important decisions, lines and policies. On August 3,2015, the CPC Central Committee promulgated the revised the CPC＇ s Statute on Inspection Work, indicating the intra - party inspection system has entered a new stage of development. However, although the system has a long history, its effective application inside the party has experi- enced a short time and we need to learn from practical experiences to perfect it. To do so, we need to think about and solve the following problems：first, what experiences in the period of democratic revolution are worthy of learning; second, how to regard the position and function of the intra - party inspection system; third, how to assess the performance of the intra - party inspection system; and fourth, how to further reform and perfect the intra -party inspection system.
