摘 要:区域水资源承载力直接影响到区域人口、经济的规模及其未来的发展。该文深入研究区域水资源承载力对社会、经济、环境等多方面的影响,着重分析区域内各用户不同节水潜力及经济结构与人口之间的关系,以人口和经济发展规模最大、污染排放最小为目标,构建了杭州市区钱塘江流域水资源承载力多目标优化模型。运用所构建的模型,计算了不同的气候条件、节水模式和规划年份情景下,杭州市区钱塘江流域水资源的最大承载能力,对不同情景下经济、人口的发展规模及各部门的用水与污染排放状况等进行了详细分析,并进一步讨论了节水对于区域水资源承载力的综合效益和重要作用,第二产业在杭州市区水资源可持续利用中的重要地位。Regional carrying capacity of water resource greatly influences regional social and economic developments. In this paper, the impact of regional carrying capacity of water resource on society, economy, and environment and so on was investigated. The water saving potentials of different users and relationship between economic structure and population were analyzed. Based on this analysis, a multi- objective optimization model for the carrying capacity of water resource in Qiantang River Basin in Hangzhou City was established. There are three objectives including maximizing population, economic development and minimizing pollution discharge in this model. The maximum carrying capacities of water resources in Qiantang River Basin in Hangzhou City were calculated according to different climate conditions, water saving styles and planning years. The population and economic scale as well as water use and pollution discharge of different sectors under different conditions were discussed. The multi-benefits and importance of water saving for regional carrying capacity of water resource, and the importance of secondary industry in the sustainable water use of Hangzhou City were further discussed.
