我国对外基础设施投资模式与政治风险管控——基于“一带一路”地缘政治的视角

摘　　要：我国对外基础设施投资一般采取由国家政策性银行提供优惠贷款,指定国内国有企业承担项目建设的兼具援助和经济合作性质的新型经贸合作模式,由于该模式受到我国与东道国政府权力共同干预,因此也面临地缘政治竞争所带来的政治风险问题。为此,我国应该从明确项目的政策定位、加强BIT保护、采取多种投资方式、遵守透明度原则等方面加强对政治风险的管控。The Mode of Chinese external foreign infrastructure investment present characteristic of Aid - Com- mercial Hybrid ,which eoncessional Financing is provided by Chinese government. In the Mode, Chinese govern- ment and host government combined action has bring political risks rooted in geopolitics contend. Therefore we should explicit the project orientation, and provide protection with BIT ,we also should adopt more investment pat-tern and comply with transparency principle.
