技术锁定状态下煤炭资源型经济转型的出路与对策

摘　　要：煤炭资源型经济转型对于煤炭资源型区域可持续发展和改善我国雾霾天气具有重要现实意义。基于演化经济学理论,运用技术经济范式分析框架对煤炭资源型经济转型问题进行了分析,认为阻碍煤炭资源型经济转型的根本原因在于能源技术锁定状态,转型的出路在于通过能源技术创新转变能源消费结构,并从国家战略、能源技术创新和创新政策三个方面提出了相应的政策建议。Transformation of coal resource based economy has significant impacts on China, including the sus-tainable development on and the improvement of fog and haze condition. Based on the evolution of economic theory, we analyze transformation of coal resource based economy by the framework of tech - economic paradigm. The re- suits show that ： deep - seated reason of transformation of coal resource based economy is energy technology locked - in. Its solution is transition of consumption structure by energy technology innovation. What＇ s more,we put forward some policy recommendations on national strategic, energy technology innovation and innovation policy.
