古代宗族组织在基层乡村治安控制中的作用及启示

摘　　要：宗族组织是由血缘关系联结而成的利益共同体。我国古代宗族组织参与基层乡村治安控制是政治、经济、社会与文化多种因素综合作用的结果,宗族组织进行基层乡村治安控制依赖于系统而完整的制度安排,包括治安控制的依据、条件、范围、程序与手段等。宗族组织在稳定基层政权、调解矛盾纠纷、预防和制止犯罪等方面发挥了维护秩序的功能;但与此同时,宗族组织在基层乡村治安控制中也有消极的一面。在当前治安工作中,公安机关应引导宗族组织发挥治安秩序维护功能,抑制其可能造成的社会危害。Ancient Clan is the community of interests connected by kinship. Ancient clan participate in the security control at the grass -roots level, which is comprehensively influenced by political, economic, social and cultural factors. Security control of ancient clan relies on systematic and integrated system including basis, conditions, scope, procedures and means of security control, etc. Clan exerts the function of maintaining public order in stabilization of grass - roots regime, mediation of disputes, prevention and control of crimes. But meanwhile, there is a negative side of clan in terms of grass - roots security control. Public security organs shall help clan organization to give full play to the function of security maintenance in order to restrain its social harm.
