工业有机废气排放物控制指标的表征和监测方法——美德日优先控制的有害大气VOCs与限制指标

摘　　要：VOCs是造成城市区域性大气灰霾复合型污染的重要前体物,VOCs的表征、定义和监测方法的问题颇受关注。文中针对工业固定源有机废气排放控制,介绍美欧日国家对大气VOCs的表征和定义多样化、监测方法多元化的情况;从环境空气、城市大气环境和工业源废气三个方面,对VOCs的特征与监测方法现状,进行回顾分析研究。基于城市大气光化学反应活性臭氧生成潜势的角度考量,认为VOCs、NMHC是同义词。臭氧前体物VOCs总浓度是工业源废气排放控制的着重点;对中国固定源有机废气排放物的控制,建议用"VOCs(总碳)"或"VOC TC"的综合指标来表征。对于毒性VOCs(优先污染物)的排放控制如苯、甲苯、二甲苯,则另单列控制指标项。VOCs are an important precursors of regional atmospheric haze combined pollution in cities, the representation, defi- nition and monitoring methods of VOCs have been concerned. To control organic waste gas emission of fixed industrial source, the diversification of representation, definition and monitoring methods of VOCs in America, Germany and Japan are introduced in this paper. The characteristics and the present monitoring method of VOCs, from three aspects of ambient air, urban atmospheric envi- ronment and industrial waste gas are retrospectively analyzed. Based on the urban atmospheric ozone photochemical reactivity, VOCs are considered as the synonyms of NMHC in this paper. The total concentration of Ozone precursors VOCs is the emphasis of indus- trial source emissions control. For fixed source of organic waste gas emission control in China, ＂VOCs （ total carbon）＂ or ＂VOCTc＂ should be used as comprehensive index suggested. For toxic VOCs （priority pollatants）, benzene, toluene, xylene, the control lim- its should be separately formulated.
