摘 要:2015年6月,财政部印发《关于在公共服务领域推广政府与社会资本合作模式的指导意见》,标志着我国PPP发展史上的一个里程碑,预示着我国PPP发展进入一个有章可循、有据可依、有规可行的新阶段。我国土地整治引入PPP通常分为两大类:第一类是城镇土地整治,城市规划区内的城镇土地整治,包括旧区、棚户区改造、旧城更新、工厂、仓库搬迁置换改造,城乡结合部集体建设用地变性国有建设用地的整治,即通常所说的房地产土地一级开发整治;第二类是提升农业耕地质量的农地整治。In June 2015, the Ministry of printed and issued the Guiding Comments on Promoting a Cooperation Model between Government and Social Capital in the Sector of Public Services. It marked another milestone in PPP development and indicated the development of PPP is into a new stage where rules can be followed, bases can be guided and regulations can be applied. The PPP applied inland renovation is categorized into two types, the first being renovation of urban land. The renovation of urban lands with city planning includes the renovation of existing communities and shantytowns, renewal of existing cities, relocation andrevamp of factories and warehouses, and revampof changing the group construction lands in rural-urban fringe zone into state-owned constructionlands. In other words, type 1 is the developmentand renovation of Grade-1 real estate land and type 2 is renovation of rural lands to improve rural farmlands.
