中国东中西部典型城市公安政务微博运营状况比较研究

摘　　要：以深圳、武汉和乌鲁木齐公安局官方微博2014年所发布的全部微博为基础,按照简单等比例原则以20%的比例获取研究资料,对3个城市公安政务微博的内容、形式及受关注程度进行比较分析。结果表明:深圳市、武汉市和乌鲁木齐市公安局都非常重视利用微博进行舆论引导、发布警民动态等,丰富了社会管理的新途径,提高了警民互动沟通的水平与效率;但是由于区域经济发展水平、行政意识及网络管理水平的差异,3个城市公安政务微博综合运营表现也存在较大差距。并据此从加强不同地区各级公安政务微博的互动、建立突发事件舆情应对机制、建立科学适用的公安政务微博运营绩效评估体系3个方面提出了具体的完善路径。Based on all of the microblogs released in 2014 by the Public Security Bureaus in Shenzhen, Wuhan and Urumchi, this paper analyzes the content, form and degree of attention received using 20% of all the microblogs as the research material basis by applying the Simple Proportional Principle. The results show that the Public Security Bureaus of the three cities attach great importance to using microb- log to guide the public opinion and release the police-community dynamic information, which enriches the new road of the social manage- ment and improved the police-community interactive communication. However, there still exist gaps among the three cities because of the differences of their regional economic development levels, the administrative consciousness and the network management level. At last ,the paper puts forward three specific improvement paths for the police governmental Weibo using, including strengthening the interaction of public security governments＇ microblogs of all levels in different regions, establishing the coping mechanism of the public opinion of the emergency, and establishing scientific and applicable performance evaluation system for the public security government microblog operation.
