摘　　要：天然气是俄罗斯重要的战略资源,天然气工业是俄罗斯国民经济的支柱性产业。长期以来,天然气出口既是俄罗斯财政预算的重要来源,也是俄罗斯对外政策的重要工具。在全球天然气市场因"页岩气革命"发生重大转变的条件下,俄罗斯天然气行业正面临深刻调整:其国内行业发展政策和管理体制,以及天然气出口流向和合同模式都需要在应对经济发展和能源市场变革挑战的情况下进行转型。Natural gas is an important strategic resource in Russia, and accordingly the related industry is a pillar for Russian national economy. For a long period, the export of natural gases is both an important source of Russian financial budget and an important part of Russian foreign policies. Under the context of major changes in global gas market due to the ＂shale gas revolution＂, Russian natural gas industry is facing a profound adjustment： its domestic industry development policies and management system, as well as natural gas export flows and contract models need reforms in response to the economic develooment and energy market reform challenges.
