我国城市新区发展态势及其土地利用管理问题研究

摘　　要：本文以城市新区作为研究对象,对其规划控制面积、规划人口、管理模式等信息进行统计与比较,从时间阶段演化、空间蔓延态势等方面对中国近年来城市新区建设总体情况进行概括,揭示新区建设土地利用和管理问题。当前城市新区的发展呈现出数量和规模急剧增加、东部向中西部蔓延、功能定位日益综合、组织管理模式多样的态势,取得了推动地区经济增长、促进区域联动发展、改善人居生态环境等成效。城市新区发展中的土地利用管理问题主要有:(1)规划建设用地过大;(2)突破现行土地利用规划耕地和基本农田保护压力加大;(3)工业和住宅用地比例过高,公共服务设施不足;(4)土地使用效率低;(5)建设用地扩张速度过快;(6)过于依赖土地财政;(7)生态建设多有失当;(8)发展与保护权责错位,进而提出全面核定新区建设规模,强化规划管控,引导节约集约用地,加强动态监管,实施差别化管理,探索制度创新等对策建议。This paper research on City New Districts, statistics and compare its planning area, population planning, management and other information to generalize China＇s construction of City New Districts in recent years then revealing construction of the new land use and management issues. The current development of City New Districts showing a situation that is,sharply increase in the number and size, City New Districts spread east to the Midwest and function increasingly integrated, organization and management model becoming diverse situation, this development status made to promote regional economic growth, promote regional linkage development, improve the living environment and other results. New development of urban land use management have a few problems：（1）the areas of planning and construction are too large;（2） break the current land use planning arable land and basic farmland protection have more pressures;（3） high proportion of industrial and residential land, inadequate public services;（4）low rate of land use efficiency;（5）the speed of construction land expansion are too fast;（6）the development is more depended on land finance;（7） ecological construction is imperfect;（8）development and protection responsibilities dislocation.Thereforewe put forwardsome advices, such as comprehensive approved new construction scale, strengthen the planning control, guidance and intensive land conservation, strengthen dynamic supervision, the implementation of differential management, exploration system innovation.
