天津市《城镇污水处理厂污染物排放标准》解读

摘　　要：介绍了新发布的天津市地方标准《城镇污水处理厂污染物排放标准》(DB12/599-2015)制订的必要性、编制原则、适用范围、控制项目选择与分类、排放限值及确定依据、达标技术等。该标准对城镇污水处理厂出水排放标准按污水处理规模分A、B、C三级;设计规模≥10 000 m^3/d的城镇污水处理厂执行最严格的A标准,其主要污染物控制指标限值提高到《地表水环境质量标准》(GB 3838-2002)Ⅳ类水平。该标准的颁布实施对改善天津市水环境质量和污水资源化利用具有重要意义。This paper introduced Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant（DB12/599-2015）, a newly issued Tianjin local standard. The introduction includes necessity, preparation of principle,application scope, the project control, selection and classification, emission limits, and compliance of technical standards. The standard is divided into three levels（A, B and C）based on the sewage treatment scale. The urban sewage treatment plant with a treatment scale more than 10000 m3/d must comply with the most stringent standard A.The standard of main pollutants must reach the class IV level of the Environmental Quality Standards of Surface Water（GB 3838-2002）,It is believed that the promulgation of such as standard will increase the sewage recycling rate and improve the surface water quality in Tianjin municipal area.
