从治理的视角探究我国社区警务建设

摘　　要：社区警务是包括我国在内的世界各国警务改革的基本方向,它的核心内容是将警务工作的重心转移到社区,通过建立和谐警民关系,广泛发动、组织和依靠社会成员共同预防犯罪、维护治安。从学术理论的渊源来看,社区警务理论与"治理"理论具有相同的价值取向。治理视角下的社区警务模式中,公安机关、社区公众和社会团体在传统公共管理模式中的角色都发生了转变,彼此之间密切联系。本文立足于我国社区警务建设的发展现状和存在问题,从治理的角度进一步探索社区警务建设的有效路径和实践方法。Community policing is the worldwide trend of policing reformation, whose core part is to shift the focus of the police work to the community, by establishing harmonious relations between the police and the public, extensively mobilizing, organizing, and depending the public to jointly prevent crimes and maintain the order. From the origin of academic theory, there is the same value orientation of both the concept of ＂gover- nance＂ and the theory of community policing. From the view of governance, the community policing brings about changes of the roles of public security organs, the community public, and social groups in traditional public management, which means their connections are getting closer. Based on the current situation and ex- isting problems of community policing construction in our country, from the perspective of governance, the au- thor explores the effective path and practical method of community policing construction in a further way.
