云南六大城市群全要素能源效率研究——基于环境规制视角下的州市面板数据分析

摘　　要：在环境规制的视角下,基于DEA的非参数分析,对云南省六大城市群16个州市,在2005-2013年间的全要素能源效率进行了测算,并对六大城市群全要素能源效率的州市差异和节能潜力进行了分析。结论显示:2005-2013年间处于能效前沿面的州市由8个州市下降到5个,16个州市全要素能源效率在实证期间提高并不显著;16个州市按能源效率和能源投入总量两个维度度划分的七类地区中,能源高投入高效率地区、能源高投入中效率地区、能源中投入中效率地区、能源中投入低效率地区,共计四类地区是云南省实施提高能源效率的重点州市;六大城市群全要素能源效率与州市经济的发展水平呈现"U型"关系,行业规模扩张效应对各州市能源效率的促进作用,在改变经济扩张时的增长方式才能凸显出来;云南六大城市群工业化进程的阶段性差异与能源效率的城市群差异,要求六大城市群间产能由低能效城市群向高能效城市群的结构调整。Based on DEA nonparametric methods,total factor energy efficiency of 6 urban agglomerations in Yunnan is calculated at the state and city level from the perspective of environmental regulations. The discrepancy and energy saving potential are also estimated at the state and city level. The results revealed that The amount of energy efficiency frontier in 16 states and cities has reduced from 8 to 5 during the period 2005- 2013,and the increase of Total factor energy efficiency is not significant; 16 states and cities are divided into seven types of regions,based on two dimension energies of efficiency and energy inputs; four types of regions are branded as vital to energy saving; U shape exists between economic growth and total factor energy efficiency in 6 urban agglomerations of Yunnan. Industry expansion effect promoting energy efficiency is displayed when economic expansion growth is changed; Based on the discrepancy of industrialization and energy efficiency,the structure adjustment of the 6 urban agglomeration can be realized to promote the energy efficiency.
