摘  要:结合我国铁路工程项目建设管理实践经验,在全面分析铁路工程项目风险管理影响因素和发生机理的基础上,以集成化风险管理理论和全面风险管理理论为理论依据,构建由目标系统、组织系统、资源保障系统、流程系统、方法系统、信息系统六大模块组成的铁路工程项目风险管理体系,对体系的结构和功能进行系统分析。为保证风险管理体系的有效运行,建立了铁路工程项目风险管理体系运行框架模型,从风险管理组织构建与权责划分、风险管理规划制定、风险管理过程控制、风险管理考核与评价、风险管理基础工作等关键环节全面阐述了风险管理体系运行模式。并针对风险管理体系及运行中的重点和难点,提出实现铁路工程项目风险管理体系持续改进的对策建议。Combined with the experience of China railway construction management,and on the basis of a comprehensive analysis of railway engineering project risk factors and risk mechanism,with integrated risk management theory and comprehensive risk management theory as the theoretical basis,this paper constructed the railway proiect risk management system. The systemis composed by six modules,which are target system,organizational systems,resources and support systems,workflow systems,methods systems,information systems,respectively,Moreover,the structure and function of the system is analyzed systematically. To ensure the effective operation of the risk management system,the framework model of railway construction project risk management system is established. And the operating mode of risk management system is fully discussed from the key aspects of the risk management organization and responsibilities division,the development of risk management plan,the risk management process control,the risk management assessment and evaluation,risk management infrastructure. According to the important and ditlicult problems of the risk management system and its operation,the continual improvement suggestions for railway projects risk management are proposed.
