摘　　要：事业单位改革的目的是在市场经济体制下重构国家事业制度,为此需要重新界定事业组织以确定事业组织的范畴。界定须有标准,界定标准需反映事业组织在社会功能、价值目标以及规范属性等方面的特点,并能够揭示其与其他社会组织的差异性。据此,事业组织应界定为提供公共服务、以实现公共利益为价值目标而享有公共权力并应受到公法规制的社会组织。The purpose of institution reform is rebuilding the system of state institutions under market economy system,for which we should redefine ＂institution＂ so that we could make sure the category of institutions.The defining must have the standard,which should reflect the characteristics of institutions in these aspects：social function,value purpose and normative attribute,etc.Therefore,institutions should be defined as a class of social organizations which supply public service and make their value purpose as realizing public interest,and also have public power and should be regulated by public laws.
