摘　　要：根据创新主体对信息服务平台的跨系统、集成性、协同性要求,从物理层、逻辑层、用户层构建面向创新型湖南的跨系统信息服务平台,遵循以用户为中心原则,平台应具有提供公共服务、个性化服务、共享资源服务、创新服务等功能,并以分工与协作、共享与联动、内外部共同作用、公益与有偿相结合为原则建立有效的运行机制,以保证平台整体利益的最大化。According to the requirements of cross-system, integration, interoperabihty to information service platform, we can construct a cross-system information service platform for innovative Hunan from physical layer, logical layer and user layer. Following the principle of user-centered, the platform should have the functions of public services, personalized services, shared resource services, innovation services, etc. Besides, an effective operational mechanism should be established based on the principles of division of labor and collaboration, share with linkage, internal and external joint action, a combination of public benefit and paid service, to ensure the benefit maximization of the platform.
