湖北省耕地与农业劳动力变化的耦合关系探究

摘　　要：耕地和农业劳动力是农业生产最基本的要素,是社会可持续发展的关键。结合湖北省2003-2013年统计年鉴,选取了2002、2007和2012年年末的耕地面积和农业劳动力数据。通过年均变化率对湖北省耕地和农业劳动力的变化进行了初步分析,引入劳耕弹性系数和劳均耕地,然后以耕地增加区和耕地减少区分情况定义了增长型或衰退型的劳耕耦合特征。结果表明:12002-2007年,除随州市和恩施自治州的劳耕耦合特征为衰退型以外,其他各地区的劳耕耦合特征均为增长型。22007-2012年,耕地减少区中除神农架林区劳耕耦合特征为衰退型外,其他各市的劳耕耦合特征均为增长型。32002-2012年,湖北省各地区的劳耕耦合特征均为增长型。研究结论对区域耕地政策和人口政策的制定有一定的指导意义,对协调人地关系、提高农业生产力和促进劳动力资源合理配置意义重大,对其他区域进行相关研究和政策制定也具有参考价值。Arable land and agricultural labor are the most basic elements of agricultural production, and the key factors for the sustainable development of society. According to the statistical date from 2003 to 2013 in Hubei province, choosing the data of farmland and agricultural labor at the end of 2002,2007 and 2012, the change of farmland area and agricultural la-bor has carried on the preliminary analysis by an average annual rate in Hubei province. By introducing labor-farmland elas-tic coefficient （LFEC） and each labor occupy cultivated land, this paper define the type of growth or recession about labor-farmland coupling characteristics from increase and decrease of cultivated land. The results show that： ①2002-2007, the la-bor-farmland coupling characteristics of Suizhou City and Enshi City are recessionary, but the labor-farmland coupling char-acteristics of other cities are growing. ②2007-2012, except Shennongjia forestry area’s labor-farmland coupling characteristics is recessionary, the labor-farmland coupling characteristics of other cities are growing in the area of land decrease. ③2002-2012, the labor-farmland coupling characteristics are growing of all cities in Hubei province. The research conclusions have certain guiding significance for formulating regional cultivated land policy and population policy, and also have a great signifi-cance for coordinating the relationship between population and land, improving agricultural productivity and promoting the ra-tional allocation of labor resources, which also have a reference value for relevant research and policy making in other areas.
